Not true, It depends on the code you use, if you have a certain code enabled, a certain achievement will be disabled, and thats just until the code is gone so GTAIV system is actually pretty reasonable...

exactly what toaster said as long as you dont save your game after you activate a cheat it wont mess up you game by not activating acheivements
